C’est ainsi que le premier chapitre a été consacré au passage de l’Etat du rôle d’interventionniste à celui de régulateur, après l’ouverture du marché national à l’initiative privée.
Le chapitre suivant passe en revue les compétences normatives de la régulation économique, puis l’auteur nous invite à se poser des questions sur la pertinence de la notion d’autorité de régulation indépendante dans le cas algérien.
La quatrième partie présente quelques cas pratiques (le Conseil de la concurrence et de la régulation).
Le thème du processus d’interrégulation, quant à lui, est traité au cinquième chapitre (répartition des compétences entre le Conseil de la concurrence et les autorités sectorielles).
L’ouvrage se termine par évoquer le contentieux des autorités de régulation indépendantes dans le dernier et sixième chapitre consacré à cette question et les différentes jurisprudences.
En fin de cette analyse, on trouvera une riche bibliographie regroupant des titres de livres, d’études, de rapports et d’articles autour de thème central de cet ouvrage de références.
