Dans ce cas de figure, il se produirait un rebond important de la croissance réelle estimée à 3,4 % du PIB en 2021, a précisé la BAD dans son nouveau rapport sur les perspectives économiques de l’Afrique 2021, publié vendredi dernier.
Pour l’année 2022, la BAD table sur une croissance du PIB algérien de 2,9%.
Selon la Banque, un retour à un niveau élevé de croissance permettrait à l’Algérie une réduction «importante » de son déficit budgétaire global qui passerait de 13,6% du PIB à 10,3 % en 2021 et à 8,7 % en 2022.
La tendance serait similaire pour le déficit de la balance courante, qui serait ramené de 14,8% du PIB à 13,8 % en 2021 et 11,1 % en 2022, ajoute la même source.
La BAD souligne, cependant, que «l’Algérie devrait approfondir les mesures pour élargir l’assiette fiscale, portée par la loi de finances de 2021, et mettre en place un programme visant à diversifier son économie en vue de limiter la dette publique interne».
«Dans le cas contraire, la forte dépendance de l’économie algérienne aux hydrocarbures continuera d’entraver ses perspectives de développement sur le moyen terme», écrit la BAD dans son rapport.
Evoquant les options de financement, la BAD anticipe une croissance de la dette interne durant les années prochaine.
Selon le rapport, dans la mesure où les autorités ont décidé de ne pas emprunter à l’extérieur, la dette publique de l’Algérie est essentiellement interne et a considérablement augmenté depuis 2016 pour financer le déficit découlant de l’augmentation des dépenses et de la baisse des prix des hydrocarbures.
«A la fin 2019, tandis que la dette publique externe représentait moins de 1 % du PIB, la dette interne, y compris les garanties, était légèrement supérieure à 46 % du PIB et pourrait augmenter dans les années à venir», constate la BAD.
Sur le plan régional, la BAD prévoit une reprise «robuste» pour les économies de l’Afrique du Nord, estimé à 4 % en 2021 et 6 % en 2022.
Le continent devrait connaître une croissance économique de 3,4 % en 2021, et 4,6 % en 2022, après une contraction du PIB de l’ensemble de ses pays en 2020 de 2,1%.
Cependant, le choc de la pandémie et la crise économique qu’il a provoquée ont eu des implications directes sur les soldes budgétaires et le fardeau de la dette des pays, et le ratio moyen dette/PIB de l’Afrique devrait augmenter de 10 à 15 points de pourcentage à court et moyen terme, constate encore la BAD.
Par conséquent, «l’Afrique pourrait se voir confrontée à de graves problèmes de dette, et les défauts de paiement et les résolutions prolongées pourraient entraver les progrès de l »Afrique vers la prospérité», a-t-elle averti.
